Collaborative project between TTA and ITU-T

"Digital divide" has become one of the hot issues recently and UN's Telecommunication sector, ITU, has been putting special effort in bridging the digital divide between developed and developing countries.

With international standardization being one of the core objectives of ITU, various activities related to resolving standardization gap are in progress, and the ITU TSB is also in the process of developing an index and statistics to measure the gap.

As one of the principal member of ITU, Korea has been working closely with ITU for the collaborative project to increase the standardization capability of developing countries.

The collaborative project will commence once Korean Communications Commission (KCC), TTA, and ITU sign the Cooperative Agreement.


This project is divided into 4 stages and its first stage includes categorization of standardization activities based on preliminary research findings on developed and developing country's standard related policy, technology, and human resources.

The second stage is the development of standardization gap measurement model and capability enrichment Application Matrix based on the results from the first stage.

Third stage is the hosting of ITU member attending workshops to verify the effectiveness of the measurement model and application matrix.

The final stage is the selection of the recipient country for the application of both measurement model and application matrix.

The project is expected to bridge the standardization gap and the global gap as well by strengthening the IT technology development and standardization capabilities of developing countries.
