ITU-T SG3 Meeting

Co-hosted by Korea Communications Commission (KCC) and International Telecommunication Union (ITU) and organized by TTA, the ITU-T SG3 meeting was held from 17 May to 21 May 2010 at the Ritz Carlton Hotel in Seoul. Issues related to telecommunication economic and policy including tariff and accounting principles were discussed. About 100 experts in related fields from government agencies, corporations and research institutes of more than 30 countries around the world attended the meeting.

This meeting was the first ITU-T SG3 meeting held in the Asia-Pacific region. Mr. Ki-shik Park, the SG3 chairman (ETRI), was in charge of the entire meeting, and Mr. Byeong-nam Lee (ETRI) conducted the SMS seminar held during the sessions.

One of the key results of the meeting had to do with International Internet Connectivity. Asian countries, including China and Korea, and African and Arabic countries supported a new draft recommendation for Traffic Flow Multi Factors (TFMF) and Internet Traffic methodology, whereas countries in the Americas, such as the US and Brazil, and the UK and Australia preferred this proposal be issued as a supplement to the existing Recommendation (D.50) about the principle of International Internet Connectivity. It was resolved that a decision about this issue will be made at the next SG3 meeting.

The ITU also conducted a survey regarding international mobile roaming charges which revealed great variations of charges among countries. It was decided that the survey would be conducted annually to monitor changes in roaming charges. For future studies, the SG3 decided that research results and the market status of individual countries, regions and various international organizations would be reviewed on a continual basis and the impact of the regulatory framework and convention on international mobile roaming charges of different countries and regions would be studied so that developments of relevant recommendations could be better considered. Also, based on the contribution from the SG3 RG-AO (SG3 Regional group for Asia and Oceania, Chairman: Mr. Byeong-nam Lee), which proposed a principle for international SMS interconnection, in addition to the bill & keep principle between international service providers of the existing ITU-T Recommendation D.211, an accounting method through the hubbing service was also adopted as a new supplement.
 
At this meeting, Korea was able to reach an agreement regarding International Internet Connectivity of which discussion had previously been delayed. Also, an agreement was made for Internet Traffic methodology either to establish a new recommendation or to establish a supplement to the D.50. The successful SMS workshop and discussions helped Korea secure a bridgehead for leading standardization activities in the future. The next SG3 meeting will be held from 28 March to 1 April 2011 in Geneva.
